Include tool tip showing the % complete calculation for any goal when you hover over the % complete

It's a simple calculation in most cases, but it isn't transparent enough. This is most worrying for the user when the initial and target numbers are very close together, in which case you can end up with crazy numbers like "-7,000%" and this can scare the user.

    Add a hover tool tip to explain where the % complete number in the lower-left part of the health section of a planner row means

    Depending on the setup of a measure, the % complete can look very extreme because it doesn't simply/linearly equate to the proportion of the progress bar filled up like with actions.
