Updater user permission (cannot delete elements)

St.Jude would like there to be a user permission that can make progress updates and input data but cannot do things like delete elements. Ideally they would like to be able to toggle on/off which permissions the user has (ie able to add new elements and edit names, but not able to delete).

    Stephen Trippy from ABS brought this up as well - here is his use case:

    In the near term, this would be to improve governance - in which case, we'd likely convert a handful of existing contributors to updaters. In the longer term, we're considering incorporating this into the budgeting process, allowing users to create objectives as contributors, and then convert them to updaters during the year to make sure objectives are not accidentally changed.

    If this is <1mo out, it'd be helpful to know so we can plan for this as part of the budgeting workflow.
