Update only role with evidence attachment

Users should not be allowed to edit goal progress, leave updates, change descriptions or timeframes for goals they are not the primary owner of.

    I would suggest this is implemented with selectable rules per subscriber. Not only owners but contributors should be able to leave updates eventually change the scope. This will depend on the implemented practice in the organization.

    Ideally the entitlements per role should be preconfigurable in the admin part.
