No email notification on adding new users

Often the case where we get a whole list of users from the client, but we hold off on loading them because the client releases access in waves based on meetings and training. Would be easier to at least get them all loaded, then use the functionality to send invitations to selected users once we’re ready for rollout

    Add users with no notification

    Often, customers want to add users in Cascade but not notify them until they can get the environment all set up. It's common to add the users' names up front so that they can import goals and assign them to those users, but wait to notify them until they're ready to launch.
