Health scores do not consider elements that are past due

Gary Shipp from ALS Association flagged an objective where the end date has passed but it is still showing the health score as "On track". In discussing this with Alex, it sounds like target progress is calculated based on start/end date, and then once the end date passes the final target value essentially stays the same indefinitely. How this should work is that once the end date passes it should change to behind or at risk, or even a new status like "Overdue", similar to what we see when an objective has "Not Started"
